Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the introduction of a new 28-article proposal for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are fought: optimistic declarations are issued from multiple capitals. Considerable effort is expended on restraining particular approaches. By night, Russian leadership clearly shows the world that, for them, war remains the main instrument for achieving "peace".
After-Dark Attacks
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is equipped to monitor rocket firings from across the border, a capacity provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to counter approaching guided weapons roared overhead – modern combat jets supplied to Ukraine by Western partners.
Moments later, Kyiv's missile defense engaged: defensive missiles deployed against a Russian ballistic missile. This was a modern interception technology at work, most likely provided by partner states. Every launch jolts you unexpectedly, rattling buildings. The moment of terror quickly transforms into sober acceptance: possibly the hostile projectile won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.
Persistent Threats
Following this, a large-caliber weapon opened up on a drone somewhere nearby, part of a rapid response unit – most likely allied-provided weaponry. Regrettably, the shots failed to hit the hostile drone – it pressed on overhead toward its destination.
With pauses, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, damage and heating outages in multiple buildings as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's vital need on Western support – a dependence that regional partners are evidently unprepared to replace in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from US administration sparked intense emotion, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new approach from American administration adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This cycle will, certainly, endure.
Strategic Calculations
It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration works based on a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The White House presumes that it is unfeasible to compel Moscow to abandon the territory that it presently holds in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, US leadership does little to prevent Kremlin actions, through words or deeds, from believing that the current condition will not evolve additionally in its benefit in the near future.
Opposing Positions
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their reason to sign a deal that does not give them the maximum possible gain is close to zero. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a complete military breakdown until situations evolve in its benefit.
Current Realities
Factually, there are no real preconditions for a armistice. Now, subjective factors are becoming relevant: leadership ambitions to broker a ceasefire and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their focus does not shift toward domestic problems. And although their mission will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.
These two forces are influencing discussions.
Assessment and Future
It took a mere seven days to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, current information leaks, all achieved their purpose.
While new plans based on previous concepts are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, largely rely on continued Western support.
